London, July 8. At the Naval Architects' Congress at Newcastle Professor Biles discussed the question of battleship versus the submarine. He said the former did not possess an effective defence against an under-water attack. The defence could only be mot by the destruction of suhi'marines by submarines, or by the plac- ; ing of armor plating on the bottoms of ! battleships. The latter proposal justi- ( lied .serious consideration, lor it would mean a. reduction of two knots in speed.
