He realises that,the exclusion of Ulster is only a makeshift, not -a settlement; but exclusion is the only hope of peace. Received June 8, at 9.25 p.m.

London, June 8. The-'- Archbishop of York, in his letter, "urges 'Parliament to face facts. Tlie Irish' crisis afresh emphasises the fact that, since some form of exclusion of Ulster is an immediate necessity, it would be dangerous to prolong the armed tension by making proposals concerning the duration or area of exclusion. On the other hand, Ulster's exclusion from an unsolved problem ought to be a. prelude to a serious attempt to devise ia. system of devolution wherein England i's assured a. place—doubtless the first in time, but not essentially an exceptional one.
