I A second proclamation sets forth the powers of Customs officials in the matter of the seizure of arms intended for ultimate exportation from the united Kingdom. ' Received December 23, at 10.30 a.m. London, December 22. Sir John Simon, the Solicitor-Gene-ral denies that the Government has been advised that the Ulster proclamation is ultra vires. Received December 23, at 10.0 a.m. London, December 22. _ The Bishop of London, in view of the situation in Ulster, has authorised tho reading of a collect next Sunday toi deliverance from the sections, dangeis, and discords threatening us in Ireland. A solemn service of intercession is also authorised introducing a piayei for preservation against the calamity of civil war. . The Bishop of Durham and leaders ot the various Nonconformist Churches have issued an interdenominational apoeil for prayers next Sunday for peace in Ireland and South Africa wisdom in the rulers, and a spirit oi brotherly love among the people.
