Capetown October 28. The Volksstcm suggests the establishment of a South African navy, this Government providing a million per annum for a decade, one-half being derived from the. abolition of Imperial preference, and the remainder, from .3 per centum duty imports. ' The paper hints at tho desirability of keeping the South African navy, aloof"; from : the maelstrom of European; naval politics.
