MR CHURCHILL ATTACKS JUDGES.

[Bv Electric Telegraph—Copyright.] (Per Press Association.) Received May 31, at 11.40 p.m. Loudon, May 31. In the House of Commons the Osborne Bill was read a second time by 219 to 18. Mr F. Smith said the Bill would satisfy nobody in its protection for mi nor ties, but he believed it amendable. Mr Churchill evoked a .demonstration of disapproval in expressing the opinion that the Courts were biassed, doubtless unconsciously, in dealing with questions involving class and party issues, and the Government was erecting a bulwark between the Courts and the unions. The Chronicle draws attention to the danger lurking in the- Government's Osborne Bill, and recalls the fact that trade unions are not necessarily workmen's combinations. The masters may be registered as a , trade, union.- If the principal object be the regulation of the relations between masters and workmen, the present Bill should authorise the masters to raise a political fund and pay candidates' expenses. Received .lime 1. at 10.C0 a.m. London, May 3T.

In the Hoiise of Commons, Mr Emmott, Deputy Speaker, replying to questions, said ho liad consulted precedents and found the attack on that and the general body of judges was out of order.—(Unionist cheers.) ■ Regarding j\lr Churchill's remarks, the argument was that the judges, owing to training and social surroundings, were unconsciously biased in connection with a certain class of questions. "Had 1 been appealed to yesterday," continued Mr Enimott, "I .would have been inclined to say I regretted the observations which touched on the border line, of what is in order in the matters of this kind. It is most important that the rules against attacking, judges should be , observed."- (Unionist cheers.)

Mr Kinmott added that as tho judges were not there and were unable to answer for themselves they should not be attacked, except on a specific motion. The incident is now closed.
