Under a memorandum explaining the unemployment scheme, the definition of workmen in tho compulsory section includes a foreman. Clerks and persons under eighteen repeatedly unemployed owing to lack of skill may be required to attend a course of technical instruction, and an association giving unemployment benefits will receive a Government subsidy of one-sixth the amount up to 12s so expended. One million one hundred thousand employed in engineering and one- million three hundred and twenty-one thousand in the building trades come under the compulsory .scheme. .•
