The Jlorning post's correspondent telegraphs that much annoyance has been; caused to the United States Government by the Kaiser recognising Madriz, President of Nicaragua, as his "great good friend," in reply to Mad-riz's-;circular letter to the Powers announcing his accession to the Presidency. At Washington the Cabinet has never given him more than quasi recognition. It is assumed that the Kaiser's letter was written by a subordinate and signed as a matter of routine.
