By Telegraph. Christchurch, August 16. There was glorious weather to-day for the reception of the. Governor, and very widespread disappointment and regret was expressed that owing to the late arrival of the Hinemoa the programme decided on for a public reception had to be modified. There was a large number of cadets and defence cadets and volunteers on parade at 9 o'clock, the cadets on parade numbering close on 600. They lined. Manchester streets from the railway station to High street, and made a great sight. When it became known that the vice-regal party would not arrive till the afternoon the cadets and volunteers were temporarily dismissed, but as many of the men had only got leave for an hour or so it was not anticipated there would be such a large muster. Later, in the Cathedral Square, a large crowd congregated in the vicinity of a specially-prepared platform. About ten o'clock it was announced that the Governor would not arrive till the afternoon, but the Premier having arrived, it was expected he would address the crowd. At 11 o'clock the Premier had not arrived, and the crowd dispersed. The- reception by the municipality took place at half-past one, when the vice-regal party was met at the station by the Mayor and Councillors and driven to Cathedral Square, where an illuminated address was -presented to the Governor. His Excellency briefly replied, and the vice-regal party then proceded to the Riccarton racecourse in time for the Grand National Steeplechase.
