[By Electric Telegraph.—Copyright.] Per Pbess Association. Received September 15, at 10.29 p.m. London, Sept-ember. 16. The •Cabinet spent three hours in discussing the fiscal question. The Standard says it is understood that the Government will adhere to its determination to attempt no innovation of policy until after appealing •to the country. The action of the Ministers meanwhile is limited to discussions and inquiry. The proposal to establish a preference within the 'Empire will be indefinitely postponed, and form no part of the Government's collective policy. Tne Government, however, are prepared to claim the right of retaliating upon foreigners whose tariffs are aimed at destroying ana hampering British commerce. The 'Standard, adds that this policy is not acceptable to several members of the .Cabinet.
Walter John Richards, principal clerk in the Postal Department at Somerset House, and Anthony Buck Creeke, solicitor, have been sentenced at the Old Bailey to six months' imprisonment on a charge of being in unlawful possession of certain mutilated official' stamps. Creeke acted as intermediary in selling to dealers.

Berlin, 15. The Kaiser is stag-.hunting in-Hungary. The - Italian.- authorities have warned the Hungarian Government that three Italian anarchists have gone to Hungary. Received September 15, at 11.54 p.m. Washington, September 16. The United States Navy Department is asking Congress for an appropriation of a hundred million dollars, a portion to be devoted to building turbine scouts.
