Mr John Hay champions the claims for damages by the American steamer Caracas, which, while permitted to enter La Guiiyra.. was compelled to withdraw each night. The ground of the claim is that the- allies were interfering with the discharge of cargo. The Caracas left New York on December 13th and was entitled to ten dnyH grace under the laws regulating the blockado. Notwithstanding, the vessel was compelled to discharge the bulk of her cargo at Wilcmstad.
