In the Assembly, the Land and Income Tax Bill was recommitted, and one clause amended so as not to exempt mortgages. Mr M'Millan strongly condemned the exemptions as unjust, and on other points opposed the Government taxation proposals. The motion for adoption on the third reading was opposed and the debate adjourned. Formal motions imposing a land tax of a penny and an income tax of sixpence in the £ were carried by large majorities. In the Council, the Attorney-General moved the second reading of the Council Reform Bill. Sir J. Salmons delivered a lengthy and adverse criticism and moved that the Bill be read that day six months. In Committee on the Gambling Suppression Bill an amendment to eliminate the clause exempting church bazaar lotteries for charitable purposes from the operation of the Bill was carried against the Government on the casting vote of the chair.
