The Trades and Labor Council.

(BY TKLEGIIAI'II.) Wellington, February 12. The Trades and Labor Council have drawn up a manifesto to trade unionists with regard to the action of the Council in passing a resolution claiming tho right to bo consulted in regard to the selection and appointment, of labor representatives to tho Legislative Council. Tho manifesto states that tho resolution upheld tho fundaniontary principle of Liberalism, viz., the right of the people to choose their representatives in Parliament, and Council. It contended that, as capitalists had always been ill a majority in tho Legislative Council, the unionists of Wellington, as a numerous section of the working men, as well as any other labor organisations, had a right to a voice in tho selection of such representatives. The manifesto denies that in claiming the right they wore dictating to tho Government. In what they had done they had acted earnestly, in the interests of labor, and according to their intelligence, and, therefore, they feared not tlio censure of their opponents.
