To throw upon the promoter the entire responsibility for any financial loss arising out of the defalcation of an agent, without any decrease m the value of the prizes. (3) To eliminate absolutely, failure to hold drawing because of absence of ticket butts that have been lost, stolen or destroyed by agents.

In short, the prompter is put m the position that is at present occupied by the public. For his own protection, he. would be forced to do what is not done at present. He . would have to see that the Agents or ticket-sellers are trustworthy.. If they turned out otherwise, then the loss would be borne not by the public, but by the promoter.
