August 28. The Spanish Government has sprung a bombshell on the Powers in connection with Tangier. The ‘‘Daily Telegraph’s” diplomatic correspondent says; "1 am able to announce that the Note to Britain, France and Italy included an invitation to a conference upon the whole Tangier question, to be held at Geneva on September Ist, that is, on the eve of the meeting of the League Council. It is even more surprising that the invitation was extended also to all the Powers, including minor States, who are signatory to the Tangier Convention and the Act of Algeciras. “Britain’s attitude will largely be determined by the replies from Italy and France, which seem to have been despatched with ‘unusual haste. Copies are expected in London at any moment. It is known that neither annexation nor mandate is acceptable to France, though she is willing to make substantial administrative concessions. There is a natural reluctance at present to discuss the terms' of the reply, but the general impression is that no useful purpose would be served by a confer. ence at short notice, but it should be postponed till after the League Council meeting, the primary object of which is to arrange for Germany’s admission to the League. No extraneous issue should be permitted to interfere. It is expected that France will support Britain.
