ENORMOUS SHIPPING LOSSES Reuter’s Telegram. LONDON, May 26. Before the International Parliamentary Commercial Conference, Sir Fiod erick Lewis road a paper in which he dwelt on the enormous losses through State ownership or shipping, instancing the United States, Australia, and Canada. He declared that Governments should- not embark in commerce. He moved a resolution declaring that the true basis of international commerce was the freedom of the seas, accompanied by equal opportunity for the ships of all nations in nil ports. The resolution was carried.
