CENSURING MR SPEAKER
LABOUR NOTICE OF MOTION “PARTIAL AND BIASED.” ' (Received April 16, 11 p.m.) LONDON, April 15. There was a recrudescence of the uproar in the House of Commons, and it culminated in Mr J. H- Thomas (Lab.) announcing bis intention to move a vote of censure on the Speaker. Thb Government applied the closure to a Labour motion opposing the Got*eminent’s proposal to transfer a surplus of £1,100,000 from the services of the insurance fund to the Treasury, in which connection the Opposition displayed much feeling. Mr Thomas heatedly accused the Government of scandalous . behaviour. An excited discussion on points of procedure ensued, after which Mr Thomas solemnly stated that he proposed to take the neoestary steps to ask the House to express an opinion on the Speaker's “partial and biased canThe matter wob Sen temporarily dropped.
