Germany’s reply to Geneva regarding participation in the reorganisation of the League Council is regarded in some quarters with concern, as foreshadowing a situation in September that will be the same as last March. Germany apparently insists on her right to cancel her application should her claim for- the sole permanent seat be vetoed. In the meantime Brazil, Spain and China maintain their respective claims. Herr Stresemann’s note concludes significantly: ‘‘l take the liberty of pointing out that the German representative on the Commission that }s considering the reorganisation, will inevitably be in a different position from other representatives, in view of the fact that Germany at present is not a member of the League.
