Tlie recent criticisms that Britain had adopted a negative attitude to the proposals arising from the League of Nations evoked an energetio den’al from Lord Robert Cecil, who made a statement to journalists justifying the British attitude on various issues, especially compulsory arbitration. He pointed out that Britain had hitherto signed over 200 arbitration .treaties governing special cases, but that she was unable to bind herself to compulsory arbitration in. cases where she could not foresee the consequences.
