HARBOUR IMPROVEMENT
BREAKWATER FOR GISBORNE. Per Frees Association. GISBORNE, September 22. No tenders were received by the Harbour Board for the construction of the outer breakwater, estimated to cost £600,000. At a special meeting this morning the board decided, by nine votes to four, to proceed by day labour, with small contracts wherever possible. An amendment, proposing that the board should confer with the Marine Department on the situation, was defeats! by eight votes to six.
