LEAGUE COUNCIL AND MOSUL COURAGE ESSENTIAL. Australian and X./,. Cable Association (Received September 21, 11.40 p.m.) LONDON, September 21. "By postponing the Mosul decision, which it had undertaken to give, the League Council has prolonged a situation which may at any moment compel Britain to take action to protect a mandatory State, or advertise to the Eastern people that we are no longer willing or able to fulfil our obligations,” states “Tlie Times” in a leader. “The League will never acquire a reputation for courage—as essential as impartiality and knowledge—if _it throws doubt on its own jurisdiction and competence whenever causes of real gravity come before it.”
