Writing to the British delegates in China, who are to attend the Customs Conference provided for by the Washington Treaties, Mr Austen Chamberlain, Foreign Minister, enumerates the objects of the conference, inter alia, to pave the way for the abolition of Likm dues. In the meantime they will determine the conditions under which a Customs surtax may be levied not exceeding 2J per cent, on ordinary goods and 5 per cent, on luxuries. Mr Chamberlain emphasises the desire to meet Chinese aspirations to the utmost, including those relating to extra-territorial rights, but in view of the disorganisation due to lack of effective central government he urges delegates to secure adequate guarantees that reforms justifying the concessions which they are authorised to make will actually be carried out.
