In the past the mperial' Conferences held in London and attended by the various colonial and Dominion Premiers has done good work, but it has not met the need of a continuous means of •Cfmsultation. Mr Rowell is strongly of opinion that some such means should exist, and the' only question is how it may be broughtabout. In Canada lie suggested that one method would be to -change the status of, the various High Commissioners, and make their functions more of a diplomatic nature than at present. That was merely a suggestion, and while he was in New Zealand and Australia he would take the opportunity of discussing -other possible means.
