M. Hubert, ex-Minister for the Colonies, writing in “La Revue,” says Japan's military organisation was perfect last October, and though she lias since reduced every battalion by one company the numbers of machineguns have been increased. Japan’s light ship programme, he 6ays, will give her supremacy in the Pacific within three years. The Yokohama arsenal, destroyed by the earthquake, is being reconstructed most rapidly. Aviation is making great progress. The naval air Bervice_possesses at least 500 machines. Intensive propaganda is being conducted in favour of the development of aviation, and a chair of aviation has been created at Tokio University.
