British schooner “Over the Top,’’ following on the sale of 25 cases of liquor , to special agents of the U.S. Internal', Revenue Department in October last, 19 miles off the coast, has been declared illegal, the U.S. District Court Judge holding that a sale beyond a 12-mile limit is a legal transaction. .
