PREFERENTIAL AGREEMENTS. A BEGINNING MADE. •* ReuterV Telegram. (Revived October 14, 10.15 p.m.) OTTAWA, October 13. Ir R. B. Orchard, of Australia, addressing the Export Club of Montreal, said that since Britain had rejected the plans of the dominions for Imperial preference the dominions must plan for themselves a system of such preferences Of which the Canadiam-Australian agreement was the beginning. Mr J. A, Robbs. acting-Minister of Finance, said Canada had started thg. idea of preferential trade within the Empire. “We have waited 25 years for the other dominions to join with us, and I am glad that after many efforts Australia has come in, though the arrangement is not perhaps as wide ne I might hare hoped for.”
