CONFLICT AT SHANGHAI., SURRENDER OF TROOPS. Reuter’s Telegram. SHANGHAI, October 13. Generals Lu and Ho Peng-lui boarded a steamer flftrlj this morning and sailed for Nagasaki. The troops oh the Hwangtu Liuho front are already- beginning to surrender, and the Kiang-su forces have occupied Nansiang, 11 miles west of Shanghai, where the defenders joined them. French and other, volunteers in Shanghai- axe fully mobilised, and naval and marine unite are all, at. their stations. Every /preparation has been taken to cope with any development. It is, however, confidently believed that as the wap .is ending through, the defection of generals and troops, ! and not through defeat, there is no danger to the foreign settlements. :
