A NEW BILL PROPOSED TEACHERS’ REGISTER An Education Amendment Bill was introduced in the House of Representatives yesterday. It provides that in certain cases, where deemed desirable, secondary schools and technioal schools may be combined tor control. The governing body of combined schools shall not exceed thirteen members, not more than three to be appointed by the Governor-General, not less than two by the parents, at least one by associations of employers, and at least one by associations of employees. There is provision for the vesting of property in the governing body of combined schools,' and for* the property of the technical schools vested in a body other than a hoard of managers to pass to the governing body of the combined schools. In regard to junior high schools, there are provisions for their establishment and disestablishment, and for the conduct of same. A clause provides that technical schools need not be placed under a board of managers, and boards of managers of technical schools may he dissolved, and the sole control vested in the controlling authority. A clause provides that no teacher is to be employed unless registered, though there are some exceptions to the rule, such as temporary teachers. There is to lie a teachers’ register, copy of which is to be published in the Gazette. Registration may he cancelled for misconduct, hut subject to tne right of appeal to be heard before a magistrate. There are in the bill some general provisions, such as giving power to boards to limit attendance to prevent overcrowding at public schools. , The original Act provided that a national scholarship could not he held by any one who was at the same time the holder of any other scholarship. The new bill proposes that this shall apply only to those holding a scholarship of a higher value than £2O in the case ■of a Junior National Scholarship’, and £25 in the case of a National Senior Scholarship.
