Hurley, a member of tlie Debt Funding Commission, is returning from Paris, where he discussed, the. problem with the French official's. He submitted to M. Mellon a plan for. the settlement of the French debt to America, informing M. Mellon that ho found the French favourable thereto-. The plan basically provides for the payment of the debt within sixty-seven years at the rate of one hundred million dollars annually with interest and the agreement of America to reinvest half the annual payment in French industrial bonds. The total. French deht is 3500 million dollars.
