The State Department publishes intercepted instructions from Russia to the Workers’ Party in America, detailing plans for a revolution in America. ‘Raise Red Flag over the Whites House” (ran the instructions) “Organise fighting units among the industrial 'workers', which must once a week be instructed in shooting and sapper work. Such will prepare thousands of new propagandists for future leaders of the military forces of the party, and faithful fighters during the social revolution.” As the authorities are convinced tho document came from the Moscow Soviet, it is believed' to he the principal reason why All - C. E. Hughes, Secretary of State, refused to recognise the Soviet. M. Hughes, Secretary of State, of the Russian overture® for recognition by the United States has intensified the feeling over the question hero, and increased the bitterness of the feeling against Air Hughes by a strong senatorial element, headed by Senator- W. K. Borah. It is expected that the question will he discussed in the Senate soon.
