VOICE OF BRITISH EMPIRE. Australian, and N.Z. Cable Association. (Received October 28, 5.5 p.m A LONDON, October 27. Special significance attaches to Lord Curzon’s memorandum to America, in which he says he is speaking 4 bn name of whole Biitish Empire as represented by Imperial Conference.” This is believed to be the first instance. in which, in a despatch to a foreign power, the Empire as a whole has been so mentioned. It may be assumed fro-m this phrase that it is a clear indication that before the despatch was sent, the Dominion delegates at the Conference severally expressed their views and acquiescence in. so grave a document, end that stress was laid on the fact that in the tragic circumstances of Europe, it was valuable to the British Government-, -which is so closely involved in the European tangle to have the opinions of men from the new world with more detached views expressed on the complexities cf the situation.
