COMMISSION FAVOURABLE,
Australian and N.Z. Cable Association. TOKIO, October 22. The -special commission of five Ministers whioh has been inquiring into universal suffrage reported to Cabinet in favour of removing the property restrictions, and all persons over 25 years who, have a six months’ residence qualification .will ho' enfranchised.
