CITY’S RECONSTRUCTION TO COST 130-200 MILLIONS.

Minister of Home Affairs, states that the cost of restoring the Government and City Council pro p<itk*s and buildings in Tokio, excluding the properties of private persons, will he 300 milion pounds, of whkb 200 Hellion will he required for Government properties. His view is that 200 millions are required to reconstruct the* city as a political and cultural city, and 150 millions to reconstruct it as a comr'crcial and industrial city. Quite apart from the cost of reconstruction of private properties, it is estimated that the former scheme of reconstruction would take more than 10 years, whereas it is hoped than the industrial reconstruction scheme would be accomplished in six or seven rears. Some of the cost of the city’s restoration as a commercial and industrial city will have to be obtained bv fmcign loans, some by domestic. The Minister’s peisonal view is that of the total for this purpose, 100 millions should bo obtained by foreign loans. The people covered by insurance hav« lodged claims in Tokio totalling £200.. 000,000; but this, according to Baron Gato, represents from one-tenth to onetwentieth only of the total lost, Thus the loss in Tokio alone must bo more than 2000 millions. The damage in Yokohama and other places cannot be compared with this, heavv though is.
