and the German Charge d’Affaires is regarded here as an effort to explain away what really happened. “M. Poincare in one breath insists on the restoration of the conditions in the Ruhr existing prior to the occupation before he will negotiate, and in the next breath he warns the Reich riot to interfere with French authority there. The whole French attitude is regarded as so outrageous that the Cabinet has concluded its attempts at negotiation with Paris and Brussels as useless. The Reparations Commission may be approached, but it is felt to he doubtful whether anything can be achieved.”
