CHINA AND FOREIGN POWERS VIOLATION OF PLEDGES. Australian and N.Z. Gable Association. PEKING, October 18. Relations between the Chinese Government and the foreign diplomats are disturbed the result of the Presidential mandate accepting the resignation of the Tuchun Tiencliungyu and promoting him Shang of Chiangchun, which the diplomats consider a violation of tho promises, under which it was understood he was to be dismissed. The Chinese Press publishes a sensational report that the diplomats have handed the Government an ultimatum demanding the withdrawal of the mandate within 48 hours. Dr. Wellington Ivoo has submitted his resignation as Foreign Minister, ostensibly as a protest against the Li neb eng bandit episode. Dr. Koo had assured the foreign diplomats that China would remove the tuchun under whose jurisdiction the attack occurred. The Government removed tho tuchun, but elevated him in military rank and promoted him to honorary retirement, and thereby nullified the spirit of Dr. Koo’s assurances.
