FOREIGN POWERS’ DEMAND. SURPLUS REVENUE. Reur*-*« T6i«sT*m PEKING, October 37. A memorandum from the consortium of Ministers deals with the question of foreign debts. It points out that while unsecured foreign debts nntUobligations bavo been left unprotected, China’* internal loans have been temporarily consolidated on tiie security of tlto surplus Customs revenues. Tho Note asks for an immediate explanation of the j>oMtion, and n clear statement of the intention of the Government in respect to the employment in future of the surplus Customs revenues towards tho payment of foreign debts and obligations.
