BLACK LABOUR

ENTRY TO TRADE UNIONS. STARTLING PROPOSAL. Australian and N.Z. Cabla Association. (Received October 15, 11 p.m.) CAPETOWN, October 15. It is believed in some quarters that the proposal is inspired by the Communists. It is also suggested that financial reasons are at the bottom of the proposal.
