FAILURE OF SAILORS’ COUNCIL SYSTEM. Australian and N.Z. Cable Association HELSINGFORS, August 28. Tho Russian Navy has been reorganised on the basis of strict discipline comparable to that of the Czarist regime. The Sailors’ Councils have been abolished, and the commanders invested with absolute authority.
