PARIS, July 4. M. Viviani, in opening the Mixed Armaments Commission of the league of Nations, outlined the overwhelming difficulties confronting peacemakers—firstly, Russia, with a possible army of 2,000,000; secondly, Germany, whoso universities arc more menacing than barracks and habitual assassinations; thirdly, email nations struggling in a welter of financial and economic chaos. Tho Commission will to-day discuss the draft of a treaty prepared by Lord Robert Cecil, providing for mutual protection of nations who reduce armaments to the approved level. THE LEAGUE ASSEMBLY NEW ZEALAND REPRESENTATIVES. (Received Julv 4, 9.30 p.m.) LONDON, July 4. Sir James Alien, Sir Francis 8011, and Sir Arthur Steel-Maitland (formerly Joint Parliamentary Under-Secre-tary to the Foreign Office) will jointly represent New Zealand at the League of Nations Assembly. It is understood that Sir Arthur Steel-3laitland offered his services at his own expense, and 31 r Massey accepted the offer.
