ENROLMENT OF SEAMEN
NECESSARY QUALIFICATIONS. The position, in regard to seamen acquiring qualification os electors has been explained by the Registrar for Auckland Central (Mr F. Evans). For this purpose a seaman is deemed to reside in New Zealand during the time he is engaged in any ship trading exclusively within the territorial waters of the country, or in any ship trading to New Zealand ports at intervals of not more than three months. In the case of a seaman hving a permanent residence in any electoral district, he must be enrolled in that district. On the other hand, if he has no settled residence ho may bo enrolled in the district comprising any port where the ship in which he is engaged Usually calls. If the port is comprised in more electoral districts than one, he may be enrolled in whichever one of the districts is mentioned in his claim for enrolment. If the seaman, on the date when he records his vote at the election, is engaged on any ship, he shall for all purposes be deemed an elector of the district comprising the port at which he signed on. If he is not engaged on any ship he ehall bo deemed to be an elector of the district comprising the port at which he was last discharged. In every other case the seaman shall be deemed to be an elector of the district for which ho is actually registered. A seaman may vote as an ordinary voter or as an absent voter. In regard to residente on hulks permanently located in any narbour in New Zealand, they shall be deemed to be resident. in the electoral district any part of which is contiguous to the harbour. They may, if otherwise qualified to be enrolled as an elector, be registered in any one of such districts as he may elect.
