A JAPANESE PLOT
WU PEI FU’S CHARGE. (Reoefived April 27. 5.5 p.m.) SHANGHAI, April 26. Dispatches state that General Wu Pei Fu - has complete evidence that General Cliamr T» Lin’s expedition against Pekin was a Japanese plot designed to stir m> strife in Shantung, thus furnishing the Japanese with a pretext for sending troops ostensibly to quell warfare, but really to maintain their hold on the province and the railwav.
