(Received July 28," 8.20 p.m.) LONDON, July _ 28. A serious hitch has. occurred in the Anglo-French negotiations regarding Silesia. The French Ambassador visited Lord Curzon yesterday and intimated that tho French Government cannot decide on a meeting of the Supremo Council on 4tli unless the question of sending troops is settled first. Tho “Daily Express’s” Paris correspondent says that this development has alarmed Paris, which fears an Anglo-French rupture. He. adds that it- is hinted in Paris that tho Council may not meet. FRESH POLISH OUTBREAK FIGHTING AND RIOTING RE- . PORTED. (Received July 2S, 5.5 p.m.) LONDON, July 27. Tho ‘‘Daily Express” Berlin correspondent states that telegrams from tipper Silesia indicate that Polish fears of further delays in reaching a settlement caused fresh largo outbreaks of fighting and rioting. The Poles aro now reported to bo starting a fourth insurrection, relying on French support. Tho Polos directed their attack mainly against the communications between Breslau and Ratibon, where the railway track is barred. A German express was held up by gunfire and forced to return. Serious conflicts occurred in various districts with varying results. Thousands of insurgents aro concentrating and forming a largo army. The Germans accuse tho French authorities of arming Polish ammunition trains, providing “six-inehers,” and refusing to assist tho ’ Italians, who wore also attacked by Poles.
