It is understood that the report foreshadows recommendations which are expected to include the retention of tbe Philippines, the continuance of autonomy with aloser supervision, a thorough clearing out of the courts,, and the inefficient bureaux, the rehabilitation of finances, and the breaking up of peonage. •
