The “Observer’s” Geneva correspondent says that Dr. Spahlinger 'is the inventor of the new anti-tuberculosis seruin, which requires two years for its manufacture. Spahlinger aims at preventing the promiscuous manufacture of ineffective serum, and desires that the ma’nufactur© and distribution shall be solely conducted by Government laboratories, under skilled instructors. Three Governments have already signed contracts for the erection of their own laboratories, and the British Government is also negotiating. \
