JAPAN TO RETURN PROVINCE TO CHINA. Australian and N.Z. Cable Association. NEW YORK, May 9. The “New York World's?’ correspondent at Tientsin learns that Japan baa decided to return Shantung to China immediately and unconditionally. The decision is due to the change in Chinese policy. WASHINGTON, May 9. The State Department and the Chinese and Japanese Embassies have not been informed regarding the re. ported decision by Japan to return Shantung. REPORT NOT^CONFIRMED. (Received May 10, 7.5 ,p.m.) WASHINGTON, May 9. The State Department and the Japanese Embassy have no confirmation of the reported immediate return of Shantung to China. They explain that negotiations are necessary before the German Tights in Kiao-chau can be transferred to China.
