'*Aet we shall be glad of the opportunity to ©o-operate with the toilers of all lands, but we must decline to bo part of, a movement undertaking the destruction of the American labour movement or the overthrow of the United States Government. We shall join however, regardless of the policies, and theories for which various national movements may decline in their own countries, if the International Fedora* tion vouchsafes and guarantees* the autonomy and independence of the American Federation of Labour.”
