SALE REGULATIONS IN BRITAIN. United Service Telecram. (Received March 17, 1.25 a.m.) LONDON, March 16. The Council of the Chamber of Shipping has passed a resolution that exGerman snips allotted England should not be sold, directly or indirectly, to Germany. Sales by British owners are suoiect to the stipulation that they are not to be sold to foreigners for five year*-
