IMPORTANT CHANGES. MADE. Several important changes were made by the British Parliament during last session in tho legislation dealing with rents, workers' compensation, and railway control. One of tho two Acts whose operation began on January Ist is the Statement of Rates Act, passed in Juiy. This makcf, it compulsory ion all property owners who pay rates on behalf of their tenants to state on a demand or receipt for sent—i.o.. tho rent book or rent card —the amount of the rate*. A penalty not exceeding -10 s is enforceable whore a demand or receipt for rent does not give this information. The Aot applies only to England. Another small Act which came into force on January Ist extends the powers of tho Board of Trade in regard to standard measures under the Weights aud Measures Acts to cover instruments for measuring the superficial area of leatherBy the Workmen’s Compensation (War Addition) Act the amount of tho additional weekly sum (known as "the war addition”) payable under the Workmen’s Compensation (War Addition) Act of 1917 to workmen who are entitled to weekly payment of compensation on account of total disablement, is increased from one quarter to three-quarters of the weekly payment. This increase will be payable not only in cases arising after the New Tear, but also in all existing cases of total disablement in which weekly payments are being made under the Workmen’s Compensation Acts. Of far greater' importance are the administrative orders of the reoentlyfotraod MSnisjtity of Transport- Tfio Railway Executive Committee, composed of representatives of the railway companies, ceases to exist, and its place will be taken by the new Adbisory Committee composed of twelve railway managers ond four representatives of the railway trade unions. It will assist the Minister in exercising his powers of control under tho Act.
