GERMAN SITUATION
SPARTAOISTS v. GOVERNMENT TROOPS. Reuter's Telegram. BRUSSELS, March 22. The latest information from Aix la Chapelle states that the situation in tho Rhine industrial region is unchanged. • Following sanguinary fighting north of Neiderich, near Duisburg, the Government forces retired. Tho Spartacists declare that their movement is not against the armies of occupation, and have requested to send their wounded via Ruhrcrt, which they propose should to a neutral zone.
A message from Halle, in Saxony, says the situation there is considerably worse. There has been lively fighting between the troops and armed workers, and the town is reported to be surrounded by the workmen.
