LOANS TO ALLIES
AiN AiMBRICAN PROPOSAL. Australian and N.Z. Cable Association. (Received March 23, 8 p.m.) WASHINGTON, March 20. Mr D. F. Houston, Secretary-Trea-surer, advocates a reduction of tho rate of interest on American loans to the Allies from 5 per cent, to'4s, per cent., and deferment of payment of interest for three years. He also suggests the conversion of loans into bonds with a currency of twelve years, deferred interest to be compounded.
