GERMAN ZEPPELIN CONTRIVANCE. Published in "Tho Time* " LONDON, March 9. Colonel Henly, an expert, has returned to America after a tour in Germany, where he reports'there are huge aircraft enterprises, which are obviously military, including hydrogen apparatus, with a capacity for charging twenty of the largest Zeppelins daily. "The Times,” in a leader, points out that this is in direct contravention of Article 201 of the Treaty.
